Qualifying
Each participating nation has qualifier representative(s), selected by the NCC, tasked with finding and sending the best cosplayer(s) of their nation to the NCC. They may do so in any way they choose so long as the qualifying process maintains legitimacy in the eyes of the nation's own cosplay community.
